February 13, 2006 – Four Corners reveals the “Greenhouse Mafia”

Eighteen years ago, on this day, February 13th, 2006. The Australian Broadcasting Corporation’s Four Corners documentary on “Greenhouse mafia”

The amount of carbon dioxide in the air was roughly 382ppm. As of 2024 it is 422ppm, but check here for daily measures. 

The context was that a lobbyist, Guy Pearse had written a really interesting PhD thesis. The Millennium drought seemed never-ending, as did Australian Prime Minister John Howard‘s opposition to any climate action  unless it was loose and clearly, phoney talk of nuclear as a solution. And so Four Corners, which is a bit like Horizon, was looking to return to an issue that they had  covered extensively in the 1990s. 

And it latched on to recently published research by Guy Pearse. The program was a crucial weakening of Howard’s legitimacy/hegemony which would be dealt killer blows through the rest of 2006.

 What we learn is that academic research can sometimes – if the stars align – make a difference, at least in the agenda-setting phase, possibly, in the implementation phase, who knows? 

 What happened next

A very good book – “High and Dry” came out the following year, based on (but also extending) Pearse’s PhD.  Kevin Rudd became Prime Minister. And you know the rest…

August 5, 1997 – Australian politician calls for “official figures” on #climate to be suspended because they are rubbery af

On this day, August 5  1997 Australian Democrat Senator Kernot called for the Federal Government to 

“suspend use of the dubious ABARE greenhouse models until the completion of a full Ombudsman’s investigation.”

(Duncan, 1997:75)

The context is this – the Australian Bureau of Agricultural and Resource Economics had spent the previous seven years producing dubious “reports” based on a ludicrous economic model called MEGABARE which always magically proved that any attempt to tax carbon dioxide/coal would be cataclysmic.

The development of the MEGABARE “model” was paid for by oil, gas and coal companies. Of course it was. [See August 7th post on this site…]

And the Minister would trot these numbers out, it would get reported by journalists and become received wisdom.

AND THIS HAPPENED UNDER KEATING BEFORE IT HAPPENED UNDER HOWARD.

Sorry for shouting, but the catastrophe that has been Australian climate and energy policy has been bipartisan. Labor has a faction that doesn’t want to cook the planet, that’s all.

On this day the PPM was 362.4. Now it is 421ish- but see here for the latest.

Why this matters. 

Ah, official reports, with their big sounding numbers. Gramsci. Hegemony. Weaponised Common Sense. Et cetera. Et Cetera.

What happened next?

The Ombudsman’s report (forced to happen by Australian Conservation Foundation action) came out in January 1998. You can read it here.

.ABARE’s numbers kept getting used by the Howard government. Too useful not to.

July 2, 2007 – Australia learns it has been left “High & Dry” on #climate change

On this day, 2nd July 2007, the highly-principled Guy Pearse (not the actor) released his brilliant book “High and Dry”.

“A Liberal Party member and former ministerial speechwriter issues a book today which depicts the Prime Minister with a stranglehold on environmental policy, deliberately surrounding himself with climate change sceptics.”

The problem was that High and Dry was soon “outdated,” when the Liberals were swept from office in late 2007.  Pearse wrote a cracking Quarterly Essay about what Labor was up to, published in 2009.

HOWEVER the book is well-written, well-researched and gives you names and tactics of the “Greenhouse Mafia.”

The book still stands as an example of how you

  1. Do a PhD
  2. Turn a PhD into a book (a different beast)
  3. Make an impact, behave with integrity.

Why this matters. 

Names are named, repertoires exposed. This is how you are supposed to do intellectual work.

What happened next?

Pearse kept writing about this for quite a while.
