December 27, 2010 – Queensland government withdraws ZeroGen CCS funding

Fifteen years ago, on this day, December 27th, 2010,

Queensland has axed its funding for a cutting-edge 530-MW power plant that was to run on gasified coal and store 90% of its greenhouse gas emissions underground through the use of carbon capture and storage (CCS) technology, just weeks after the project was short-listed to receive additional support from the Australian federal government, it was revealed at the weekend

The amount of carbon dioxide in the air was 390ppm. As of 2025, when this post was published, it is 430ppm. This matters because the more carbon dioxide in the air, the more heat gets trapped. The more heat, the more extreme weather events. You can make it more complicated than that if you want, but really, it’s not. Fwiw, I have a tattoo of the Keeling Curve on my left forearm.

The broader context was as per the post a few days ago, CCS had been an ongoing strand of technophilia in Australia, breaking through into public awareness in 2004.

The specific context was – Copenhagen had fallen over, the numbers weren’t adding up and everyone was pulling the plug.

What I think we can learn from this – these are literally pipe-dreams.

What happened next – the CCS soap opera continued, because our Lords and Masters have no other option. They couldn’t possibly question the hyperconsumerism they have foisted upon us all. We’re so fubarred.

November 22, 1996 – Clinton in Australia, gives climate speech about Great Barrier Reef…

Twenty nine years ago, on this day, November 22nd, 1996, freshly re-elected US President Bill Clinton is in Australia….

“Finally, we must work to reduce harmful greenhouse gas emissions. These gases released by cars and power plants and burning forests affect our health and our climate. They are literally warming our planet. If they continue unabated, the consequences will be nothing short of devastating for the children here in this audience and their children.

“New weather patterns, lost species, the spread of infectious diseases, damaged economies, rising sea levels: if present trends continue, there is a real risk that sometime in the next century, parts of this very park we are here in today could disappear, submerged by a rising ocean. That is why today, from this remarkable place, I call upon the community of nations to agree to legally binding commitments to fight climate change.”

Prime Minister John Howard dissed it of course – see Gordon, M. 1996. “Howard defends stand on emissions.” The Australian, November 25, p.4.

The amount of carbon dioxide in the air was 363ppm. As of 2025, when this post was published, it is 430ppm. This matters because the more carbon dioxide in the air, the more heat gets trapped. The broader context was that Clinton had started his first term with promises of climate action, and then had his arse handed to him over the BTU tax.

The specific context was that Clinton had just won re-election, defeating Bob Dole, and knew that there would be fun and games ahead, internationally, because the Kyoto conference was coming up in December 1997. Given the Australian stance at COP2, it was clear there was gonna be Australian resistance and shitfuckery.

What I think we can learn from this – Clinton was not stupid. Corrupt, venal, slimy, yes. Stupid, no.

What happened next – Australia spent 1997 demanding special treatment, and got it, carving out an increase in emissions as its emissions “reductions” target.

Obama made some nice speeches.

March 17, 2014 – Carbon Bus sets off to the North

Ten years ago, on this day, March 17th, 2014, the wheels on the bus went round and round…

‘CARBON BUS’ NORTHERN TOUR 17-20 MARCH 2014

Eleven lucky applicants participated in the tour, which left from Townsville QLD and visited the Lansdown Research Station, ‘Trafalgar’ Station, ‘Wambiana’ Station and the Wambiana Research Site. Participants heard from leading specialists in climate science and agriculture and practising agriculturalists, including:

The context was that Prime Minister Tony Abbott had recently abolished – or was in the process of abolishing – the emissions trading scheme that Julia Gillard had shepherded through parliament in 2011. And climate activists were at a low ebb, and understood that they really had to go out and engage people who didn’t “get” to the climate issue. The trouble is that these sorts of tours from the south, to educate the benighted, ignorant, rural savages don’t work. Now, for the avoidance of any doubt. I’m sure that that’s not what the organisers of this carbon bus tour thought or felt on any level: but it’s easy for their good intentions to be painted.as such. I don’t have a solution. I suppose the climate education has to come from within these communities, from people who are trusted?  Who those people are and how they might be supported, is beyond me. I guess. There’s always the internet….

What happened next? Well, the most infamous example of all this is the 2018 tour of Queensland by a whole bunch of greenies who thought that they were helping Bill Shorten get elected, and most definitely were not. This was something that was curiously absent from the Bob Brown hagiography about the tall giants or whatever it’s called. (see film review here).

December 19, 2010 – CCS dies in Queensland

Thirteen years ago, on this day, December 19, 2010, the CCS dream dies.

“The announcement by the Queensland Government that it plans to transition out of the Zerogen vehicle, does not signal a significant impediment to the continued development and demonstration of CCS technologies in Queensland,” Mr Hillman said. In its announcement today the Queensland Government makes it clear that it remains committed to the development of CCS and will continue to be a significant funder of this technology along with the Commonwealth Government and industry.”

The context was the CCS bubble was bursting because promises were not being backed up and investors were taking a long hard look at the numbers and of course by this time it wasn’t clear when or even if there would ever be a carbon price in Australia, and whether it would be high enough. But you’d need a seriously high carbon price to make CCS work and if you had a really high carbon price you’d incentivise other forms of electricity generation such as wind and solar ahead of coal-supported CCS – just the facts of life.

What I think we can learn from this 

CCS keeps falling over and it keeps being put back up on its feet, a bit like nuclear, because there are strong lobby groups trying to help it to happen, and it helps the numbers add up.

What happened next

 CCS died in Australia but as all has been put on life-support and is now still being supported in 2023 by people who who either too thick to know better or do know better.

October 12, 2007 – Judge grants mining licence, doubts climate change

Fifteen years ago, on this day, October 12, 2007, Queensland is Queensland, again…

The presiding member handed down his decision on 15 February 2007, dismissing QCC’s objections and recommending the applications for the mines be granted without any conditions sought by QCC or any conditions addressing greenhouse gas emissions. He doubted the fact that anthropogenic greenhouse emissions were contributing to climate change and pose a severe threat to the environment.

There was an appeal, President McMurdo, with whom Holms JA and Mackenzie J agreed, found that the fact President Koppenhol relied upon material doubting the existence of anthropogenic climate change, ‘in the circumstances… amounted to a denial of natural justice to QCC.’

The Court of Appeal ordered the decision to be set aside and the matter remitted to the Land Court (which had assumed jurisdiction for mining objections by the time the appeal was decided) to be determined according to law.

Six hours after the Court of Appeal delivered its judgment on 12 October 2007, the Queensland Premier and Minister for Mines announced the Queensland Government would enact special legislation to ‘ensure the coal mine’s future’.

Within hours of the Queensland Court of Appeal handing down its decision, the State’s Premier, Anna Bligh, announced her government would legislate in Xstrata’s favour – an announcement all the more striking because Xstrata had just been the beneficiary of similar legislation in the Northern Territory after the Territory Supreme Court upheld a challenge by the Northern Land Council against the Territory government’s approval of an expansion of Xstrata’s McArthur River zinc mine. Despite the prevalence of special legislation in Australia approving major projects without adequate environmental scrutiny or proper public participation, Xstrata set a record in being the beneficiary of two such Acts in five months.

The context was Queensland governments of any political persuasion have a long and sordid history of siding with developers and the white shoe brigade. Nothing really much changes whoever’s in government. And of course governments are able to use the police forces as attack dogs and the court system as usually their rubber stamp.

What I think we can learn from this

The game is the game and the game is rigged.

What happened next

 The Queensland government has kept going into that for big infrastructure projects.
